Urban Design for Waterfront Area (1): Xiamen Wutong Financial Business District

The cross-strait financial center is a city financial and business center planned and constructed with a high starting point and high standards. It carries the national development strategy, builds an engine for urban development, and provides a stage for enterprise development. Its construction is not only an important mission assigned by the central government, but also a practical need for Xiamen's urban development. Wutong Financial Business District is located in the Huli area of Xiamen City and is an important part of the cross-strait financial center.

 

Based on urban development strategy

The third phase of the Wutong Financial Business District, which was planned and designed by Zhubo, is located to the east of Xiamen Island and the northern part of the cross-strait financial center. As a regional financial service center named "Cross-Strait" approved by the State Council, Zhubo strives to build the area into the core area "Eye of Xiamen and Gate of Minjin" in the financial center of both sides of the Minnan Bay Area, realizing business from Xiamen city. The development goal of the district to the regional business district on both sides of the Jinmen in southern Fujian promotes Xiamen’s vision of becoming a national central city.

The transition from CBD to CAZ

Because the traditional CBD format is too singular, the area lacks landmarks and vitality. Zhubo Design abandons the planning idea of a business district based on a single office format, and from the perspective of community construction, proposes a development strategy from urban CBD to CAZ: Mix office, commerce, residence, culture, education and other formats to the greatest extent , To make the "multi-functionality" of urban life the source of vitality for the development of the district, and to make "livable" and "suitable for business" the two important business cards of the region, and use the planning area as the engine to realize a larger scale of production and city Fusion.

Five arteries to create a three-dimensional composite green open space

The highly mixed development of the "urban vitality artery" from the "Eye of Xiamen" to the "Gate of Minjin", undertook the first phase of a retail commercial street where the commercial and east-west open spaces are parallel. The 1500-meter-long "Tonghai Artery" connects business, culture, and urban life services, and perfectly integrates shopping and leisure. It connects directly to the sea through three-dimensional transportation, creating a vivid coastal city landmark image of Xiamen.

The public green space inside each block is like the capillaries of the city, connected with the main axis through the pedestrian road. The vitality artery connects the "Eye of Xiamen", the "Lighthouse Park" and the "Coastline" to form a complete network of open spaces. The newly built green space will serve as the city's "green lung" to purify the city's air, and the entire area will be revived.

Three planning principles

1. Strengthen the structure
Continuing the upper planning structure to connect with the surrounding area, connecting the first-phase cluster and the coastline with the central axis, forming the "T-shaped" basic framework of Tonghai Dacheng; build the "Minjin Gate" on the west side to realize the docking with the first-phase cluster. On the east side, create the "Eye of Xiamen", forming a complete image of the coastal community. The dual-drive portal image was successfully created to highlight the unique landmarks of the central business district and outline a strong and clear impression of the district.

 

 

2. Control the scale
The construction of the Central Business District follows the principles of pragmatism, gradual progress and rationality, and its scale should be reasonably controlled at the planning level. After careful investigation and analysis by the designer, it is concluded that the planning scope of the "T"-shaped framework of the central business district is set at 400*1500 meters. Ensure the gradual and rational development of the business district.

 

 

3. Strengthen the mix
The central axis integrates office, retail, and leisure spaces with the transportation system, like a three-dimensional park; living and living supporting functions are arranged on the periphery of the "T-shaped" planning structure to meet the residential needs of the residents in the community. The business district is no longer a single cold office building image. Multiple business formats are mixed to the greatest extent in the community, giving the community a vibrant scene.

 

 

Diversified transportation system

 

 

The design of the community transportation system gives planning suggestions for the three types of underground rail, urban tram, and cruise ship terminal: three M5 rail stations are set up in the area to achieve seamless connection with urban rail; from "Minjin Gate" to The "Eye of Xiamen" plans an urban tramway to take on the main axis of the flow of people; set up tourist terminals at the two key points of Xiamen Eye and Jinzhong Road to realize the coordinated development of water and land transportation.

The design of the Five-Tong City Vitality District, the cross-strait financial center, is not just a creation of a spiritual landmark in the ideological field of the cross-strait financial center, but a local exploration of the construction of the Xiamen coastal city community. It is a city with a large-scale urban design. The space design is the extension and expansion of the community space near human scale. Paying attention to people's needs and creating a humanized community public life system are our design goals. The construction of the Wutong Financial Service Zone has consolidated the southeast financial and business belt of Xiamen Island, forming a road of regional development and integration from Guanyin Mountain, to Wutongkou, to Xiang'an, and Xiamen from the island to the island and connecting with Kinmen.
